SUMMARY PROFESSIONAL EXPERIENCE:
Born in 1962, I grew up in the construction industry. My father was a civil engineer, and trained me in estimating and planning from an early age. After secondary school, I entered the Queensland Institute of Technology, and was awarded an Associate Diploma in 1981. Then from 1981 to the present, some 25 years, I had worked full time in both civil and building construction. During this period, I continued my education and gained international recognition and registration as engineer after working many years on major overseas international airport construction projects in Asia & the Pacific like Papua New Guinea, Solomon Islands, and Bangladesh. I am also a registered builder (supervisor) in Queensland. Since 1984. I have held executive management appointments, mainly as construction and contracts manager for contractors, and as chief civil engineer (superintendent) for overseas governments on major airport projects. Most of my early training included planning and programming, contracts management, and contract administration then graduated into project management. Throughout my career, I have successfully settled major contractual claims (as opposed to expensive litigation) always pursuing settlements in the interests of both parties, and I have a strong grounding in managing large scale civil and building contracts.

Established business arm of CMC for working on Queensland Roads & Bridges. In conjunction with George Simpson achieved company DMR prequalification from R2 B1 to R3 B2 (Provisional). Managed also to gain the company access to final company selection on ARRP Southern Region involving 28 Bridges & Approach Roads. Vigorously tendered on 15 DMR roads and bridge projects achieving mainly 2nd & 3rd placings projects ranging in value from $3Million to $20 Million. Recently low Bid on $4Million Peak Downs Bridge & Road Approaches Project.

Project Manager Basic Construction Services
Completed 2 No. 11.5km Road Widening Projects, total combined value $10 Million, in Rockhampton & Emerald DMR districts. One project was along Dawson Hwy outside Calliope (to Biloela), and the other was at Bauhinia along Dawson Hwy also. Both projects had cement stabilisation and overlay materials. Bauhinia was remote, with logistics, water, and establishing quarry issues. Both ran in parallel and were brought in within time and budget no claims.

4. Late 2003 End 2004 Private Consultancy Engineering & Management Services
Project Manager Bellero Constructions (Hervey Bay) Pty Ltd
Maryborough Road Widening and Earthworks Project, for Department of Main Roads. Brought in to complete the construction of $7 Million Road. Widening Project, both sides 7 km, including formation of four lane road intersection.
Came into this project mid-stream and was heavily involved in the negotiation of major claims for an increased scope of the works. I sustained these claims while motivating the project team to complete the project as early as possible. An undisclosed final settlement of claims was concluded just prior to Christmas 2004, four months after the completion of the works.

Construction Manager Belmadar Constructions Pty Ltd
Townsville Ring Road Project, for Department of Main Roads, currently under construction. 5 Bridges and 5km roads - $34 Million contract value. Was instrumental in negotiating the award of contract to Belmadar. Then went up to project to establish it. Appointing staff, established environmental procedures, letting supply & subcontracts, and project planning. After receiving Possession of Site Notice from DMR within the allotted 8 weeks programmed, I returned to Brisbane Head Office for a couple of months winding up my involvement on the project.

Project Manager - Belmadar Constructions Pty Ltd (4 months)
Project Manager, completed a half completed Roadworks and Two Bridges at Theodore, Central Queensland, for Main Roads Contract. Project was well behind schedule and over budget. Identified and resolved all claims, accelerated progress and completed project almost reaching break even point. Commended by District Director DMR and other DMR staff below for outstanding rate of progress to complete the project.

Project Manager
Construction of 7.0 diameter x 22m depth shaft and 25m tunnel bore for the Parklands Sewer reticulation connection to main Sewer S1 Tunnel at Roma Street in Brisbane for Brisbane City Council; Basic Construction Services was under subcontract to Abi Group, which was the overall Management Contractor for Parklands environment project. The shaft and tunnel was constructed in hard rock Greywacke with quartz veins and seams. Aside from all the logistics of working in the busy Roma Street area, and with all the inherent safety and excavation risks that tunneling construction involves, the project was constructed within 5 months under enormous pressure from Abi Group, Brisbane City Council, S1 tunnel contractor, and Qld Government, so as to produce a perfect within minute tolerances shaft and tunnel, and further, so as not to interfere with S1 tunneling operations. With comprehensive pre-planning, organisation, and management, the job was successfully completed to everyones requirements, without injury. Safety and quality were uppermost in my mind throughout.

Report to Construction Manager, Constructed Queensland Fire & Rescue Authority Training Facility in Brisbane. Civil & associated Building Works infrastructure. Extensive Fire, Potable, Sewer, Gas, Fuel & Steam Pipelines for Hot Fire training. Built atop old mangrove swamp near and inside Caltex Refinery at Whyte Island in Brisbane. Heavily involved in managing environmental concerns. Acid Sulfate, Mangroves, Native Title issues etc. Carried out coordination of redesign of all services with Superintendent GHD. Constructed concrete pavement roads. The Project had an intricate complex array of piping services, with all types of special fittings that had to be redesigned all the way through the contract PV $5.5 million. Project duration 1.5 years.

INTERNATIONAL AIRPORT PAVEMENT CONSTRUCTION & DESIGN
8. Mid 1997 Mid 1999 Pacific Consultants International
Chief Civil Engineer (Superintendent of Project)
Reported to General Manager. Supervised Large Scale International Airport Contracts, responsible for Civil Works & Contract Management. Commenced in Solomon Islands assisted Project Manager with the construction of the taxiway at Henderson International Airport. Then went to Bangladesh as Chief Civil Engineer, and constructed International Airport Chittagong - Japanese Aid Funding. PV A$200 Million. This project was a full scale International Airport for the Bangladesh Government. My duties included the design of pavements, supervision of contractor Shimizu Corporation, liaison and negotiation with Bangladesh Government Officials, and Minister for Transportation, and Prime Minister, on a regular basis reporting progress, discussing design changes and approving variations, the review and approval of all construction methods, which included dredging a nearby river providing bulk fill for the site, which was built on swamplands. The supervision and approval for all the various materials used on runways and taxiways etc. Also carried out the contract management and costing for the project, and regularly involved in writing contract letters to expedite contractual concerns.

Project Manager
Reported to General Manager. Construction of New Rabaul Airport, Civil & Building Works Papua New Guinea Japanese Aid Funding PV A$25 Million. Project comprised of taxiway, runway and airport building, aeronautical/air traffic communications, services, roads, entire self-contained airport infrastructure, with backup generators etc. The project was remote, situated near an active volcano; the project was part of the rebuilding of Rabaul Township, which had collapsed under the weight of volcanic ash a few years earlier. Initially I had to establish a A$2 Million camp facility for the project staff and workers, establish all local materials, quarries etc, shipped in all the building materials, from as far afield as Australia, brought in plant and recruited skilled labour from Port Moresby. Established telecommunications, water, sewerage, power etc to service airport facility. Then commenced construction. I worked on the project until all the civil works were constructed, and the terminal was substantially complete, then returned to Australia. I did much of the early preplanning and organisation from Port Moresby, whilst working on the Jackson Project (see below), but I also extended my service with Fletchers and resided on the Rabaul project in the capacity of Project Manager for a period of 8 months out of total construction period of about 1 year. The general foreman and project engineer stayed on a few months longer to wind things up. The project was successfully completed.

Reported to Project Director. Supervised Civil Construction of Port Moresby (Jacksons) International Airport Redevelopment Project, Papua New Guinea Japanese Aid Funding. P.V.- 120 million kina (A$150 Million as at 1994 conversion rates). Cleared site, sourced and established the project materials for taxiways, aprons, roads, established quarries, completed feasibility studies, a remeasure of the Bill of Quantities, negotiated and settled major lump sum variation 14 Million kina (A$20 Million) for the Project. Carried out redesign of pavements, established concrete batch plant, testing facilities, designed concrete mix, constructed 0.5m thick mass concrete apron slabs, developed cutting edge methods for curing concrete in hot climate, supervised the construction of all civil works, which included fuel lines, services, bulk earthworks, pavements, and asphalt and concrete pours. Total Civil portion value of the contract was 45 Million kina (A$60 Million). Project was substantially completed within 2 years.

Carried out planning, assessed, submitted and negotiated variations. Established subcontract costing for what was the largest and most complex roof project in Southern Hemisphere. Subcontract. Company Manager, reported to Owner of All Earth Industries. Quarrying/sand mining Company, servicing Darwin/Northern Territory, Australia. Established full administration system and developed quality control and quality assurance for Company. Managed the quarrying and mining interests of the company company a had numerous plant, semi-tippers, loaders, screening plants, crushing plants, excavators, wash plants etc. the company was the main supplier for gravels and sands for CSR and most contractors in Darwin. Reported to owner Ian Lumsden, who has since sold the business to Gulf Transport N.T. During my stay in Darwin, I was elected committee member for Australian Organisation for Quality, Darwin N.T.

The design of houses and small industrial buildings for the public throughout SouthEast Queensland. Also carried out foundation, soil sampling, bore logs, as well as making inspections, working in conjunction with Consulting Engineers.

Worked in central Queensland, carrying out engineering duties constructing Coal Handling facilities. Major Project Hay Point Dalrymple Bay Coal Handling & Shiploading Facilities. Commenced as Estimator, taking off quantities, estimating from first principles. Worked as supervisor for the manufacture of all the steel works; had 50 boiler makers working under me, welding and fabrication of temporary steel structures, worked as trainee engineer (supervisor foreman) in casting yard, constructing precast concrete girders. Also prepared all piles, fabrication and painting. Involved thereafter in planning and programming, costing, and administration in site office. Reported to Project Engineer and Site Engineers.

Was trained in construction industry under direction of my father Thomas C. Brockington who was a Civil Engineer. He held senior positions in Commonwealth and Local Government, and also major Construction Companies throughout Australia and Overseas. He was actively involved in the Australian Army Reserve (served as Major), and served as Captain in Royal Engineers in 1st parachute squadron as a paratrooper during World War II.
Trained in Coal Handling environments like German Creek. Estimating, programming & planning etc.
I was awarded Associate Diploma in Civil Engineering end of 1981, early 1982.
